INCTR established the INCTR Palliative Access (PAX) program to address the challenges related to the delivery of palliative care in developing countries where such care can be hindered by limited access to opioids and other symptom-relieving medications, competing health priorities, and limited access to health services. INCTR’s PAX Program assists resource limited countries to initiate and sustain locally relevant palliative care programs.
